Static Alpha Pokemon are guaranteed to appear the same location. If you have caught one before, the same Pokemon will appear as an Alpha in the same location after some time has passed.

This is different from chance Alpha spawns for some wild Pokemon, which can happen after you have caught all available Pokemon that can appear in a Wild Zone.
