How to Unlock Who Messed Up the Garden?
Unlock Main Mission 30
To unlock Who Messed Up the Garden?, you must unlock Main Mission 30. This requires you to defeat Lebanne after completing Main Missions 27, 28, and 29.

Accept Mission From the Rust Syndicate Grunt

You accept this mission, you will have to interact with the hole on the Rust Syndicate garden. A grunt will approach you afterwards to give you the Side Mission.
Who Messed Up the Garden? Walkthrough
Follow the Path of Holes to Bleu Sector 6

After accepting this mission, you will need to follow the path that the holes lead to. The hole where the culprit is in is located in Bleu Sector 6, south of Wild Zone 10.
You may opt to fast travel to Wild Zone 10 to get to the correct hole faster.
Defeat the Drilbur
After finding the correct hole, you will need to interact with it. A Level 54 Drilbur will pop out to battle you. You can quickly defeat it by using a Water or Grass-type move.
Since the Drilbur is agitated, you will not be able to catch it.
Return to the Rust Syndicate Office
After defeating the Drilbur, the Rust Syndicate Grunt will take it back to the office. Return to the hole in the garden to trigger a cutscene and receive the mission rewards.

You will be rewarded with a Weakness Policy, 3 Adamant Mints, as well as 2000 Pokemon Dollars upon clearing this side mission.
The Weakness Policy can be given to a Pokemon to boost their Attack and Special Attack when hit by a super effective move.
