After accepting the side mission from Modesta, head to the stairs on the left side and speak with Amielle.

Start from Amielle's location, turn left, and climb the ladder up.

Head south from the ladder to find Biveaux and his Torchic on the chimney.

Start from the ladder's location and turn left towards the rooftop that contains Watchog.

Head across the set of rooftops until you reach the rooftop that contains sludge obstructions.

Once you reach the rooftop that has the Alpha Watchog, drop down on the next rooftop to reach Curt's location. Talk to Curt to progress the side mission.
