Head west from Wild Zone 2 until you've reached a woman interacting with a Magikarp swimming in a pool of water. Talk to her so that you could begin the side mission.

Give a Feebas to Soucian

Soucian

Soucian wonders why she hasn't seen any Feebas around, and will ask you to give her one. If you happen to have one in your inventory, talk to her again to complete the side mission and earn your rewards.

Do note that you will not be able to keep the Feebas after completing her request, so it is recommended that you catch another should you plan to keep one for yourself.

Catch a Feebas in Hyperspace Wild Zones

Feebas can be seen roaming around 2-Star Hyperspace Wild Zones. Simply check the map if there are Hyperspace Wild Zones that have Water-type Pokemon traversing inside it.

If you don't have a current Hyperspace Wild Zone with a Feebas, use the reroll method and start another day to reset the wild zones appearing on your map.
