How to Unlock All Tied Up
Defeat Josee During Main Mission 19
To unlock All Tied Up, you will need to progress through the story until you reach the point in Main Mission 19 where you'll have a rematch against Josee. Once you've gathered enough Ticket Points for a Challenger's Ticket and defeated her, you will unlock this Side Mission.
Accept Mission From Man in the Cocoon

You can accept this quest from the Man in the Cocoon, who's hanging around on a tree across from Sushi High Roller along Rouge Street. The closest fast travel point to this area is Looker Bureau, so you can teleport there to get to this mission.
All Tied Up Walkthrough
Use a 100+ Power Attack on the Cocoon
To complete this quest, you will simply need to attack the cocoon with a move that has at least 100 Power. You can view the power of a move by going to the menu and selecting the option to "Change Moves" on your Pokemon.
If you don't have a 100+ Power attack on anyone yet, it's recommended to explore and pick up a TM for one. A good example for this is the TM for Double-Edge, which can be found on the rooftop of Cafe Woof, behind some brambles.

Am I the only one having an issue with this quest? The camera won't lock on the spider web. And using AOE on the nearest gems won't work either.
