To unlock Poisonous, Paralyzing Strategies, you will first need to progress the story until you reach Main Mission 08, Reaching Rank V. Once you've defeated Lida and are free to roam Lumiose City, you can go and accept this Side Mission.

Poisonous, Paralyzing Strategies is a side mission from Venin and Lyse, who can be found in Vert Sector 3. They can be found at the grassy battle court near Wild Zone 2.

Once you have accepted the Side Mission, you may speak to Lyse to battle her. She will use a Electrike and a Budew, and will try to inflict your Pokemon with the Paralyze status condition.
You may give your Pokemon Cheri Berries before the battle so that they can immediately heal Paralysis when inflicted upon them. You will be given a Paralyze Heal after winning the battle.
Ground-type Pokemon are immune to Electric-type attacks. You may bring a Pokemon such as Diggersby to counter Electrike. However, Ground types are generally weak to Grass, so you may want to switch to a different Pokemon once Budew gets sent in.

After you have defeated Lyse, you will be able to speak to Venin in order to battle her. She send out a Venipede and a Bellsprout, and will try to inflict your Pokemon with the Poison status condition.
You may give your Pokemon Pecha Berries before the battle in order to immediately heal any inflicted Poison. You will be given a Full Heal after winning the battle.
You may counter both of Venin's Pokemon with a Flying-type. Fletchinder is a good choice, as it can also use Fire-type moves.
Alternatively, you may also use Steel-type Pokemon for their immunity against Poison. You can use Honedge, which can be caught in Wild Zone 4 at night.

Venin and Lyse will reward you with 5 Potions, 3 Poke Balls, as well as 1200 Pokemon Dollars upon completing this mission.

You will be given an item upon defeating each requester. Lyse will give you a Paralyze Heal after she is beaten, while Venin will give you a Full Heal after her battle. These are useful items that can heal status conditions.
