To unlock Steadfast as Steel, you need to progress Main Mission 35 and talk to Mable in the Pokemon Research Lab.

The Grunt is located at the middle of Bleu Street. Fast travel to the Bleu Pokemon Center and then go north to talk to the Grunt.

Defeat the Grunt Using Type Advantage

As the Grunt favors Steel-type Pokemon, her team is weak to Fire-type moves. However, Excadrill and Steelix are also part Ground type which is what Fire is weak against. So we recommend Water-type Pokemon like Blastoise, Starmie, and Vaporeon as Ground-types are weak to Water.

Steel types are also weak to Ground-type moves, so consider having a Diggersby, Hippowdon, or Garchomp to deal massive against the Grunt's Pokemon. However, Scizor's Bug typing allows it to only take neutral damage from Ground moves.

As for Mawile and Scizor, use any Fire-type Pokemon like Charizard, Emboar, or Chandelure. Scizor will receive 4x damage from Fire moves as it is both a Bug and Steel type.
