To unlock Restored from a Fossil, you will need to progress Main Mission 10 until you unlock Main Missions 11, 12, and 13. You will have to defeat Vinnie and meet with your friends about the Rogue Mega Pokemon before you can accept this Side Mission.

Restored from a Fossil is a side mission from Reg, who can be found in Pokemon Research Lab on the southern part of the map. He can be found in the second floor.

You have to two options for the fossil to give Reg—either the Jaw Fossil, which turns into Tyrunt when restored, or the Sail Fossil, which turns into Amaura when restored.

Tyrunt is a Rock and Dragon-type Pokemon. It has a better defensive typing than Amaura, as it has no 4x weaknesses and more resistances. Therefore, reviving the Jaw Fossil would make the better pick for most players looking for a fossil Pokemon to add to their team.
However, if you would prefer the Rock and Ice-type Amaura, you can choose the Sail Fossil instead.
Ultimately, your fossil choice only decides which fossil Pokemon you get for free. You will not be locked out of the other fossil. After completing this quest, you can still buy the other fossils in the Stone Emporium and revive them in the lab. This includes the Old Amber, which can revive Aerodactyl.
However, keep in mind that you will have to farm for your own money to buy these fossils, since Reg only gives you enough money to buy one.

The evolved forms of the revived fossils, Tyrantrum and Aurorus, are both required for a side mission each. If you want to complete these missions, be sure to revive both fossils and level them up until they can evolve.

Upon accepting the Side Mission, Reg will give you 20,000 Pokemon Dollars to buy one of the Kalos Fossils. Head to Stone Emporium and buy either the Jaw Fossil or Sail Fossil.
Stone Emporium is located on the west side of Vernal Avenue. You can purchase fossils from this store as soon as it is unlocked, even before accepting this Side Mission.

Return to the second floor of the lab and select the fossil that you bought. Reg will revive the fossil, and you will obtain Tyrunt if you chose the Jaw Fossil, or Amaura if you chose the Sail Fossil.

Ticien will reward you with a Hard Stone, 10 Kelpsy Berries, as well as 2500 Pokemon Dollars upon completing this mission.
The Hard Stone boosts the damage of Rock-type moves. It can be useful to give to your newly-revived Fossil Pokemon.
Depending on the Fossil you pick, you will receive either Tyrunt or Amaura. If you are in need of a Rock-type Pokemon, you may want to add either of them to your party.
You will also unlock the ability to revive other fossils that you may buy from Stone Emporium.
