Better to Detect Than to Protect can be unlocked by reaching Main Mission 20: A Request from the Rust Syndicate. Simply head to Hotel Z after reaching Rank D in Mission 19 to unlock this quest, along with the other side missions.

Better to Detect Than to Protect can be started by speaking to Claire at Bleu Sector 4. She can be found in the battle court west of Bleu Plaza, between Wild Zone 5 and Wild Zone 10.

Claire's team consists entirely of Fighting-types that are around Lv.45. All three of them also knows Detect, which works exactly like Protect, but can be used again 2 seconds earlier. Break through her team's precognition and win the battle to complete the mission.

The recommended Pokemon in this battle are Flying and Fairy-types as moves of the same type deal x2 damage to Claire's team of Fighting-types.
Another thing to remember is that Claire's Pokemon always use Detect as their first move against an offensive move of your own. This means that you should use a weak attack first to trigger their Detect before using super effective attacks to finish them off before they can even use Detect again.
You can also use delayed attacks like Fly, Phantom Force, and Dig as these will bait Claire into using Detect, only to get hit a few seconds after.

Completing Better to Detect Than to Protect rewards you with ₽1,500, a Black Belt, and 3 Exp. Candy M.
Black Belt is a Battle Held Item that can be given to a Pokemon to hold to increase the damage of their Fighting-type moves, while the Exp. Candy M is a Training Item that you can be used to instantly give EXP to a Pokemon.
