Defeat the Rogue Megas in Main Mission 20

Mega Ampharos

Sylveon the Soother can be unlocked by progressing Main Mission 20: A Request from the Rust Syndicate, specifically after defeating the set of Rogue Megas. The Rogue Megas you need to defeat are Mawile, Barbaracle, and Ampharos.

You can accept this mission by speaking to Rancun, who can be found in Bleu Sector 3. He is standing near Bleu Plaza.

Give Rancun a Shuppet
You must give Rancun a Shuppet that you have obtained. It can be a Shuppet of any level and gender.

If you do not have one yet, you may catch one in Wild Zone 7 or Wild Zone 15 at night.

After gifting the Shuppet, it will run off to where it senses negative emotions. Follow it to the west of Cafe Cyclone, near Coulant Waterway. Afterwards, a cutscene will play before the mission is completed.
