Pass Time on Benches
Change the time to night, as Lampent will only spawn at the rooftop at night.

Wild Zone 17 Map Location
Fast travel to Wild Zone 17 to spawn Lampent.

Wild Zone 17 Ladder Overworld Location
Climb up the northeast ladder to reach the rooftop and find Lampent.
④
Bench in Wild Zone 17
If a Shiny Lampent did not spawn, head back down the ladder and rest at the bench near the pride of Pyroars.
⑤ Repeat steps 3-4 at nighttime until a Shiny Lampent appears.
