To unlock Some Friendly Competition, you will need to progress through the story until you reach the point in Main Mission 14 where the Canari Quiz Whiz Contest is unlocked. Once that's done, this Side Mission will become available.

You can accept this quest from Chou, who's found sitting at Cafe Rouleau with her Pokemon. If you've been to Wild Zone 9, fast travelling there will teleport you right next to the cafe.
