How to Unlock Clauncher Launching Water Gun
After Rogue Mega Evolutions Appear in Main Mission 26
Clauncher Launching Water Gun is unlocked once the three Rogue Mega Evolutions appear during Main Mission 26. These Mega Pokemon are Mega Froslass, Mega Altaria, and Mega Venusaur.

Clauncher Launching Water Gun can be started by talking to Nett at the top of a rooftop in Jaune District Sector 8. Fast travel to Jaune Pokemon Center to get closer to your destination.
Climb the Ladder Near the Jaune Pokemon Center in North Boulevard
To get to Nett's location, climb up the stairs at the front of the Jaune Pokemon Center in North Boulevard and then head right to find a ladder. Upon climbing the ladder, you will see another ladder that you need to climb. Climb up the roof then go across the beam that you will see which will lead to Nett.

Use Water Gun on the Sludge
The side mission is very easy as it only requires you to use Water Gun on the sludge in front of Nett. Have one of your Pokemon learn Water Gun and target the sludge to clear it. This will make Clauncher use Water Gun on a rock in the following cutscene which will end the mission.
You can use the Froakie you obtained from A Challenge from Froakie side mission as your Water Gun user if you don't have another Pokemon with that move on hand.
