The best spot to hunt Shiny Larvitar is on the rooftop of Wild Zone 15 at Jaune District, accessible by using the holovator that unlocks after finishing A Shocking Territorial Dispute.

During the Shiny Hunt, players can spawn Shiny Beedrill, Scolipede, Whirlipede, Haunter, Shuppet, Banette, and Pumpkaboo in the vicinity below the rooftop as well.

How to Shiny Hunt

①
A Shocking Territorial Dispute
Complete the A Shocking Territorial Dispute to gain access to the holovator. This side mission becomes available after defeating Asami during Main Mission 26.
②
Cafe Kizuna Map Location
Fast travel to Cafe Kizuna and head to the holovator. Destroy the web with ranged attacks such as Flamethrower to create a bridge to reach the Wild Zone 15 rooftop.
③ Travel back and forth the entrance and the rooftop beyond the bridge to reset the Larvitar spawns. Do this repeatedly until a Shiny Larvitar appears.

Note that players do not need to enter the Wild Zone. Check the Larvitars from outside the entrance while traveling to see if a Shiny has spawned.

How to Manually Save
Save the game after a Shiny Larvitar appears. This acts as a failsafe in case players fail to capture the Shiny.
⑤ Return to HOME and exit the game if players fail to capture Shiny Larvitar.

Note that while a Shiny does not disappear when it spawns, defeating it and/or failing to capture it during the catch window will reset its status. Avoid this by exiting the game to return to step 4 unless an autosave occured.

Once you see a Shiny Larvitar, they will not despawn if you don't interact with them. However, some Pokemon may get nervous and flee, which does despawn them, so you should save your game before you attempt to catch the Shiny.
