Use an Electric-Type Move
You must target the Holovator and have your Pokemon use an Electric-type move on it. The Holovator will start working afterwards.

Recommended Electric-Type Pokemon

Wild Zone 1
If you do not have a Pokemon that can use an Electric-type move, you may catch one. Getting a Mareep from Wild Area 1 is recommended for an easy catch, as they are relatively docile and low-level.
