Hoopa creates a ring under itself and warps to a designated Pokemon's location, dealing damage to nearby opposing Pokemon at that location and shoving them. Hoopa then shoots two sinister flames that deal damage to opposing Pokemon they hit and decrease their movement speed for a short time. This move can be used a second time within a set amount of time. If used a second time, Hoopa can return to the initial location where it warped from. When using this move, if there is a nearby ally Pokemon that is linked by Trick, that ally can also warp to the initial ring's location. The ally Pokemon that warps in this way will recover some HP.
You can target allies with Phantom Force to teleport to their position. This can be useful when fleeing from enemies and there are no targets available.
Phantom Force's knockback effect is a great tool for disrupting the enemy's position, especially when they're close together. This allows your team to pick off targets easily.
After using Phantom Force, you have a few seconds before the second activation expires, preventing you from teleporting back to your initial position. During this time window, you can attack enemies or use your other move to deal some damage before teleporting back. Only use Rings Unbound when it's part of your plan, otherwise, refrain from using it since it replaces your moveset.
