Litwick can be found inside the Lumiose Sewers, which you can access during Main Mission 19, when you are tasked to find Gwynn before your promotion match with Ivor.
Entering the sewers requires a Pokemon that knows Ice Beam which the TM for can be found in Wild Zone 12.

Since Litwick is a Fast Special Attacker, it's best Nature is either Modest or Timid to boost its Special Attack or Speed further, while reducing its Attack stat.

You can also give Litwick either Mild or Rash nature, if you will mainly use it for Story Content.
