Since Pokemon Legends: Z-A is the second entry in the Pokemon Legends spin-off games, the game is unlikely to feature Pokemon Abilities or Held Items.
It may instead have a more simplified battle system similar to Pokemon Legends: Arceus where turn order is based on action speed.
Battle System: Will Battles Be Turn Based?
With the term Urban Development Plan being featured heavily in the reveal trailer and the possible implications that the game may have city building elements, it's possible that the game may not feature any combat at all and may not require Pokemon Abilities or Held Items.
Is Pokemon Legends Z-A a City Builder Game?
Alternatively. Pokemon Legends: Z-A may feature held items and abilities due to Mega Evolution being prominently teased at the end of the trailer.
Mega Evolution is a battle mechanic that requires equipping Pokemon with Mega Stone held items to mega evolve during battle and often causes Pokemon to change their Abilities.
With Mega Evolutions finally returning to the games, it's possible that Legends: Z-A may be the first Legends spin-off to feature both held items and Abilities as part of the game's battle mechanic.
