Summons a howling blizzard in two blasts in front of the user. The first blast deals damage to opposing Pokémon in the area of effect and decreases their movement speed for a short time. The second blast deals damage to opposing Pokémon in the area of effect and shoves them. If the second blast hits an obstacle, it also deals damage to opposing Pokémon near the point of impact.
Blizzard's second blast lasts for 4 seconds before disappearing.
To maxizing Blizzard's damage and effect, push enemies towards walls, triggering the second area effect. The easiest way to achieve this is by using Avalanche first, then follow up with Blizzard, knocking enemies towards the wall and triggering the second effect.
Because the second effect triggers when Blizzard hits a wall, it can't go through walls or obstructions unlike other moves. Given this, do not cast Blizzard if you're behind a wall or obstruction, cast it in an open space instead.
As the image above shows, only Blizzard's first effect went through the wall while the second effect did not.
