Meltan will evolve into Melmetal near the end of Side Mission 193: Dreams of Meltan. When you are asked if you like Meltan, choose yes and the Meltan you caught will evolve into Melmetal.

You can catch Meltan during Side Mission 193: Dreams of Meltan in the Mega Dimension DLC. During this mission, an NPC will ask you to catch a Meltan nearby.
Do note that this is only available after you have beaten Rayquaza in the Main Mission The Greatest Gift.
