Complete Main Mission 40: The One That Gives

Pokemon Legends Z-A - Xerneas Encounter
You can obtain a Xerneas by completing the Main Mission, The One That Gives. This will become available after you complete the game and play through Infinite Z-A Royale once.

Xerneas can be found at Wild Zone 11 as the quest progresses.

You Can Retry Until You Catch It

If you fail to capture it, the mission will not progress so you can retry as many times as you like until you catch it. If you want to postpone the capture, just leave and return to Wild Zone 11 when you're ready.

Xerneas will have three perfect IVs that will be permanent the moment you capture it. Since you cannot turn off Autosave, you either have to use a Backup Save, or use three Bottle Caps to max out your IVs.
