Pansage can be found on the trees along Hibernal Avenue. This is found northeast of Lumiose City, between the Rouge and Jaune Sectors.
Note that this is not guaranteed as Pansear or Panpour may appear in these trees as well.

Since Pansage can work as either a Physical or Special Attacker, its Best Nature is either Adamant or Modest, depending on how you plan to build its EVs and Moves.
Give Pansage Adamant if you want to use it as a Physical Attacker, and Modest if you want to build it as a Special Attacker instead.

You can also give Pansage either Brave or Quiet nature, allowing you to use both of its Physical and Special moves without much downside.
