You can evolve Budew during the daytime by maxing out your friendship with it. Spending time with your Pokemon will build friendship, allowing you to evolve them earlier the more time you spend on them.

Once you reach max friendship, you'll be able to evolve it any time during the day.

Get Soothe Bell

Give Budew a Soothe Bell to increase its friendship after every battle. You can obtain the Soothe Bell in Side Mission 36: Some Friendly Competition.

Resting at cafes can increase friendship with Budew. Cafes are found throughout Lumiose City, and you can purchase drinks to rest and bond with your Pokemon.

Vitamins are training items that increase a Pokemons stats. Feeding these to Budew will also increase its friendship, while making it perform better in battle.

Walk Around with Budew

The simplest way to build friendship with Budew is to walk around with it out of its Pokeball. This is the slowest method, but doing this between quests will make evolving Budew much faster.
