You can acquire the Meowsticite by defeating a Rogue Mega Meowstic.
Rogue Mega Pokemon are wild Pokemon that Mega Evolve without a trainer and are much stronger than regular Wild Pokemon. However, you do not have to face them alone as you will often be accompanied by an ally from Team MZ when taking them down.

Since Meowstic-M is a Fast Special Attacker, it's best Nature is either Modest or Timid to boost its Special Attack or Speed further, while reducing its Attack stat.

You can also give Meowstic-M either Mild or Rash nature, if you will mainly use it for Story Content.
Keep in mind that giving Meowstic-M any of the above two natures will increase the damage it receives, making it less ideal for Competitive Play and harder post-game content.
