Players can exchange 180 Mega Shards for Power Anklet at Quasartico Inc. This is only unlocked during the post-game.

How to Use the Power Anklet
Give to a Pokemon to Boost Its Speed EV
Give the Power Anklet to a Pokemon to boost the EV for Speed making it an excellent choice for trainers who want to optimize training. Keep in mind however that this does reduce the Pokemon's Speed when held.
