Exp. Candy L can be acquired from Mable as a reward from research level 43. This can reached by performing the different tasks Mable gives you to help complete her research. They get progressively harder as you rise through the levels.

Exp. Candy L can be acquired in Reward Battles in Infinite Z-A Royale. This feature can be unlocked after you complete Main Mission 38.

You can obtain 10 Exp. Candy L every time you complete the battle course at Restaurant Le Wow. Each course costs ₽100,000 and requires you to defeat 10 Trainers in a row without the ability to heal.
To unlock the Restaurant Le Wow battles, you must first complete the Full Course of Battles: Three Stars side mission.
