Electrike can be found within Lysandre Labs, which is found beneath Lysandre Cafe. You can first access this area during Main Mission 35, before your promotion match with Grisham.
It also has a chance to appear as an Alpha Pokemon.

Since Electrike is a Fast Special Attacker, it's best Nature is either Modest or Timid to boost its Special Attack or Speed further, while reducing its Attack stat.

You can also give Electrike either Mild or Rash nature, if you will mainly use it for Story Content.
