Has the user yell as if ranting about something, dealing damage to opposing Pokemon in the area around it and decreasing their Attack, Sp. Atk., and movement speed. Also grants the user a shield. The user continues to yell for a set amount of time, then it lets loose a final shout, leaving opposing Pokemon in the area around it unable to act and further decreasing their Attack and Sp. Atk. The Attack and Sp. Atk decreases can stack.
Since Umbreon moves slowly during Snral, and the move has a relatively short area of effect, it's best to get close to opponents first before activating it. Doing so ensures the move hits and applies all the status effects it has on opponents.

Eject Button | X Speed |
One way to make it easier to hit enemies with Snarl is by using X Speed or Eject Button. Since X Speed increases a Pokemon's movement speed and makes it immune to slows, using it before or at the same time as Snarl removes its movement speed penalty, allowing Umbreon to move as normal.
On the other hand, Eject Button allows Umbreon to quickly reposition and close the gap to set up for Snarl.
Another way to set up Snarl is by using Foul Play. The move's dash distance and animation speed should be more than enough to successfully set up Snarl.
Use Snarl to weaken and slow enemies, especially during fights. Enemies hit by Snarl gets their Sp. Atk., Attack, and movement speed reduced for a short duration, putting them at a certain disadvantage.
Remember that the Sp. Atk. and Attack decreases can stack.
Umbreon receives a shield whenever it uses Snarl. Utilize the shield to tank more damage and keep Umbreon alive.
