Has the user disappear and move to the designated location, dealing damage to opposing Pokemon in the area of effect. If this hits an opposing Pokemon, that is afflicted by a status condition, it deals increased damage and its cooldown is reduced. The user's next basic attack after this move becomes a boosted attack.
Hex allows you to teleport and deal damage to any Pokemon within the target location. The damage is increased and the cooldown is significantly reduced whenever you hit a Pokemon that is inflicted with at least one Status Effect. Starting with a Sludge Bomb leads to extremely high burst damage and lets you chase down fleeing opponents with ease. This makes Gengar an excellent ally to pair up with Pokemon that inflict Status Effects such as Pikachu and Venusaur.
Each time you use Hex, you become Invincible for a brief duration. Take advantage of this short time window and use Hex to dodge incoming damage, especially Sure-Hit moves.
On certain situations, Hex can be used to bypass enemies who are defending their goal zone, especially when their goal zones are vulnerable.

Hi! We appreciate your comment. After testing this out, you are correct. Shadow Ball into Hex does not decrease Hex's cooldown, but Sludge Bomb does. However, we do not know if this is another bug, or if it's intended. We have to wait for future patches to see if this would be addressed.
