Follow these steps if you wish to respec your Passive skills:

Talk to The Hooded One at the Clearfell Encampment and select "Refund Passives" in order to respec. In order to unlock The Hooded One, you must first complete The Mysterious Shade quest as part of Act 1.
After finishing Cruel Mode and unlocking the Atlas, Doryani replaces The Hooded One as the NPC that can refund your Passives. Even if you can put The Hooded One in Hideouts, it is currently not working!

On the skill screen, choose the Passive you wish to refund and hit Apply Refunds to spend some Gold and complete the respec. After doing so, you can allocate skills with your newly acquired points.
However, keep in mind that each refund instance will increase the amount of gold needed to refund, so plan out what you want to refund beforehand in conjunction with the amount of gold you have.
Furthermore, if you want to remove an attribute instead of changing it, it is only possible if the attribute is not connected to other nodes, meaning you can only remove them if they are at the end of the tree.
Best Ways to Farm and Spend Gold

You can unlock the ability to respec by completing the quest The Mysterious Shade and witnessing the revival of The Hooded One. This NPC will be the one you need to talk to in order to respec your Passives.

By having the ability to respec, Path of Exile 2 gives the player more agency and freedom during the early game by having the ability to experiment with different build paths without much pressure!
There will come a time when you will feel like the current build you are playing is not resonating with your playstyle or lacking in strength. During these moments, it should be in your best interest to respec your passive skill tree and try something different!
With the previous title, if you do not have the necessary experience or refrain from following a guide, progressing the game becomes significantly challenging. With the newer passive skill tree system, gameplay will become much more lucrative for all players, old or new!
As of Patch 0.2.1, you now have an option to Refund All Passives whenever you have enough Gold to respec all of them at The Hooded One. This makes respeccing your character much easier in the late game, especially when you want to try out different builds.
