You encounter The Bloated Miller in the very first area, The Riverbank, in Act 1. You can find him in the Besieged Encampment landmark just before the entrance to the Clearfell Encampment.

“Split You!” Projectile Slam	Large overhead swing that splits the ground in a straight line after a short windup animation. How to Dodge: Dodge to the side once you see The Bloated Miller glow red.
Forward Charge	The Bloated Miller braces himself and charges forward, dealing damage to anything in his path. How to Dodge: Dodge to the side once you see The Bloated Miller lean back and lower his weapon.
