Runes are dropped randomly by defeated enemies. Stronger enemies like rare mobs have a higher chance of dropping Runes.
Runes can also be obtained by visiting the Currency Exchange NPC in every Act. Currency Exchange becomes available in Cruel Difficulty which is unlocked after completing Act 3 on Normal difficulty.
Runes are inserted into equipment with empty sockets and grant various effects. Each rune provides a different bonus, whether they're inserted into a Martial Weapon or Armour.
Be careful when socketing Runes into your equipment as they cannot be removed. Socketed runes are permanent and you cannot get them back even if you disenchant or salvage them.
