How to Solve Roving Wisps
Defeat Lythara in Kriar Village
Roving Wisps can be completed by defeating Lythara, the Wayward Spear during the Recruit the Vaal quest. You will naturally pass by this boss during the Interlude quest.
There is a blue, yellow, and violet Wisp that randomly spawns within the arena and buffs the boss. You have to make sure the boss has all 3 Wisps active before defeating her. If successful, Wisps will no longer spawn when fighting Lythara.

Get Lythara to Low Health Before Picking Up Wisps
It is recommended to avoid activating wisps until you get Lythara down to low health. If you activate the wisps too early, it can be difficult to manage dodging enemy attacks. Once the boss has all 3 wisps, her attacks can fill up the whole arena!
Roving Wisps Reward
Various Loot
Upon defeating Lythara, the Wayward Spear with all 3 Wisps active, she will drop various rare equipment and currency. It is imporant to note that the Gemcrust Skull is not the reward for Roving Wisps, as this comes from defeating the boss in general.
Roving Wisps Bug
Map Not Reflecting Completion
As of Patch 0.4.0, your map will not reflect completion of Roving Wisps no matter what. This may purely be a visual bug, and does not reflect actual progress.
However, you can assure that you have completed this if Wisps no longer spawn when fighting Lythara, the Wayward Spear. You also obtain significantly less rewards when defeating the boss.
