There are enemy factions that will be fighting to get inside the Monolith, with each of the faction's leader possessing a key. A faction will be led by an Uber Act Boss, and in order to defeat him you'll first have to deal with his lieutenants in the areas nearby.
Do note that failure to take out either lieutenants or even the leader himself will cause the faction to move away from the area, requiring you to find them once again.

Aside from grinding, the Crisis Fragments required to enter the Burning Monolith can also be obtained through Trade and the Currency Exchange system.
