The City of Seven Waters Map View

You can unlock this quest by talking to Sekhema Asala in The Ardura Caravan. During the quest The Trail of Corruption, you will receive the objective Speak to Asala to learn more about Orbala's footsteps after speaking to Zarka upon your return from The Halini Gates. You will get this quest along with other quests, A Theft of Ivory and A Crown of Stone.

Once Azarian is defeated, enter the Shrine of the Water Goddess. Talk to Halani and use the Everburning Cinders near the statue to ignite her and collect the Essence of Water from her ashes. Complete the quest by returning to Zarka in Ardura Caravan.
