Djinn Barya has a chance to drop randomly while defeating enemies you encounter. These items can drop at any point in the game.

Allocate the Local Knowledge Passive

22 Path of Exile 2 (PoE 2) Local Knowledge Local Knowledge • Swamp and Water Biome Maps have 40% increased chance to drop Basic Currency
• Mountain Biome Maps have 40% increased chance to drop Gold
• Forest Biome Maps have 40% increased chance to drop Jewels
• Desert Biome Maps have 40% increased chance to drop Baryas and Inscribed Ultimatums
• Grass Biome Maps have 40% increased chance to drop Socket Currency

To get Djinn Baryas more reliably, get the Local Knowledge from the Atlas Tree node and do high tier Desert Biome Maps to increase its item drop rate by a whopping 40%!
