Celeste appears randomly somewhere on the island at the same time as shooting stars are falling, with no relation to the current season.
This can happen both when there's a meteor shower announced by Nook or Isabelle, but also randomly on nights where you can see shooting stars.
She won't appear in the daytime, so you have to wait until night to find Celeste.
How to Get Shooting Stars | Meteor Shower Guide
You can talk to Celeste when she is on your island, or when you're visiting a friend's island! She will always give you something when you talk to her.
You can receive star, space, wand, or Zodiac recipes for that season. If you completed all her recipes, excluding Zodiac recipes, she will give you a Zodiac fragment of that season instead.

These will be scattered along the beach on the day after Shooting Stars fall.
The amount you get depends on how many wishes you make, so be sure to find several Shooting Stars and Wish on each one to maximize your chances of more Star Fragments appearing.
How to Get Star Fragments Fast
The day after you make a Wish on a Shooting Star, you will have a small chance of obtaining a Large Star Fragment. These are very rare, with a drop rate of only 5%, so you'll need to try multiple times to obtain more than one Large Star Fragment.
How to Get Large Star Fragments Fast
The day after you make a Wish on a Shooting Star, you will have a very small chance of obtaining a Zodiac Fragment, depending on the period. Click the Zodiac Fragment to learn more about it.
In New Horizons, the Zodiac Star Fragment you get when you make wishes depend on the in-game date. The Fragments follow the same patterns as the Zodiac Signs, so check below to see when you can find what Fragment.
