To craft the Ladder Set-Up Kit required to place ladders, the first thing you need is a Ladder Set-Up Kit Recipe. This item can be bought from Nook's Cranny for 2,000 Bells.

Ladder Set-Up Kits can be crafted at any workbench. The Wooden Ladder Set-Up Kit, in particular, requires 1 Ladder and 5 pieces of wood to craft.
The only type of Ladder Set-Up Kit currently known is the Wooden Ladder Set-Up Kit, though based on the specificity of the name, other Kits are likely to exist as well.

After you've crafted your Ladder Set-Up Kit, find a cliff on your island which you would like to place a ladder on. This will create a permanent ladder which allows players to climb up and down the cliff with ease!

Figuring out if you should go with an incline or a permanent ladder for your island? One of the things to consider is that building inclines are a bit more expensive and time costly compared to building permanent ladders.
While inclines are definitely better in terms of stylizing your island using permanent ladders as a placeholder until you can get the funding for an incline isn't such a bad idea to work with!
