You can still play the game during the server maintenance, but you won't be able to use online services, such as visiting islands or sending mail to friends.
Before maintenance, you'll also get notifications whether a maintenance is about to start or is on-going.
Error Code 2219-3997 occurs when you try to use online services of during server maintenance.
Since you'll be unable to use online services while the server maintenance is going on, you can neither visit or invite other players.
Once server maintenance is complete, you'll have to update your game to the latest version to use online services.
With the Animal Crossing: New Horizons game selected on the Home screen, press the + button on your Switch to view the game data.
Select Software Update from the left tab.
You can update your game Via the Internet or you can Match Version with Local Users.
You can also check Nintendo's Network Information page to view their online service status, as well as future server maintenanace.
