Windflowers can be collected by going on a Mystery Tour to another island. Windflowers do not bloom on certain islands, so just going on a Mystery Tour does not always ensure that you will find them. However, if you are trying to collect a lot of them at once, going on a Mystery Tour is the easiest way, and you can also pick up plenty of other things to sell while you are there.

Use a Ladder

If you use a Ladder, which can be built through DIY, you can find Windflowers on your own island. If you don't have a ladder, you can still get them via a mystery tour, so do whichever method is more convenient for you.
