In Animal Crossing: New Horizons, Candy can be bought at Nook's Cranny and can be received from villagers on Halloween! Wearing Jack's Face and Jack's Robe will also make villagers instantly give you candy.

Buy Candy from Nook's Cranny throughout October! They cost 120 Bells a piece, and can only buy 1 Candy per day.
Make sure to stock up on candy daily, to have enough for getting items from Jack and to share with your Villagers!
On the day of Halloween, get Candy from villagers inside their homes — but this only works if you wear a Halloween costume!
There will be 3 villagers staying at home during the evening to give you Candy! If you ever run out of Candy, you can go back to their houses to get more.
Halloween Event Items and Activities
Wear Jack's Face and Jack's Robe, and villagers will mistake you for Jack! Talk to villagers outside or indoors, and they will instantly give you Candy.
To get Jack's clothing, simply give Jack some Candy!

Giving a villager Candy will get you a piece of furniture or a DIY recipe for the Spooky Set. They can also give you a Lollipop that you can give to Jack, or they can teach you a new Halloween Reaction.
If you don't give Candy to a villager asking for one, they will play a trick on you! They can change your appearance by changing your skin color and applying face paint onto you.
Give Jack some Candy, and he will give you a piece of furniture, clothing, DIY recipe, or a new Reaction! You may even get some Pumpkins from him.
However, after giving a few pieces, he will start asking for Lollipops instead.
Ants may swarm over Candies when dropped on the ground. Catch them using a Net!
Eating candies, much like you can with fruits, turnips, can get you up to 10 points of stamina that allows you to things you cannot normally do in the game.
