After receiving the letter from Harv, head to the airport and visit his island. Search for Harv in the new area with the wooden gate.
After the cutscene, you can start donating Bells to the Gyroids to construct the shops. Look for the Gyroid that will construct the shop for the dapper dealer of fine shoes and handbags and donate 100,000 Bells.
Once the building is complete, head to the plaza to find Harv talking to Kicks. Talk to them to open up Kicks' shop on Harv's Island.
Note that Kicks will not show up on Harv's Island if he is currently on your island, so be sure to check your island's town hall to see if he is there!
Kicks sells a total of three shoes, three socks, and five bags on Harv's Island. The selection changes every Monday, so be sure to talk to him and see if there's something new!

Kicks is a blue skunk introduced in Animal Crossing: City Folk. In Animal Crossing: New Horizons (ACNH), he randomly visits islands to sell shoes, socks, and bags.
