In the October 15th Direct, it was confirmed that familiar island visitors like Kicks will be setting up shop in Harv's Plaza!

ACNH Direct and November Update
If you speak to Kicks when he comes to visit your island, you can buy shoes, socks, and bags.
Kicks is the only place (aside from the Able Sisters' Tailor Shop) where you can buy bags, so make sure and check his wares when he drops by your island!

An upgraded Nook's Cranny will be needed to unlock Kicks Store. Buy enough items to upgrade the store!
After upgrading Nook's Cranny, Mabel will come to visit. Keep purchasing items from her to convince her to set up the Able Sisters' Tailor Shop!
When you've purchased enough items, the Able Sisters' will set up their own Tailor Shop in the island. Pick a location and set up the marker.
After setting up the Tailor Shop, Kicks will now start visiting your island!

Kicks will visit at random weekdays every other week and will stay until 5:00AM the next day.
Kicks will only visit your island after the Able Sisters Tailor Shop has been opened, so make sure that you have the Able Sisters set up on your island!
He also visits every other week, so you might just need to wait until next week for his visit! If you don't want to wait, you can always time travel!

Kicks is a blue skunk introduced in Animal Crossing: City Folk. In Animal Crossing: New Horizons (ACNH), he randomly visits islands to sell shoes, socks, and bags.

So I have the able sisters built and it's been weeks, but neither kicks nor label have visited me once and idk what else I need to do. I know I could time travel but I personally dont like to. I've had every other visitor at least 3 times now, but not kicks or label.
