Normally it's every 15 days that a villager wants to move out ! So from your last "villager kick out" you should time skip 15 days and another one should get the bubble ! If it's a villager you don't want gone that has the bubble just ignore them and skip day to day till the right one has it (also pick a time when this villager is outside) :)
