Lottie is part of the three coworkers you'll hang around with as part of the Paradise Planning team! Her role in the team is to lead the team from the office, and greet clients as you bring them in.
To unlock Lottie, you must have Tom Nook call you and tell you that there's someone he'd like you to meet. To have this happen, you must have upgraded Resident Services.
What You Can Do at Resident Services and How to Upgrade
Lottie will be helping us make vacation homes for clients in the Happy Home Paradise DLC under the Paradise Planning team. She lets you go to work and directs you on what to do, including building facilities.

You can visit Lottie anytime in the Paradise Planning office headquarters!
As you play through the story of the Happy Home Paradise DLC, Lottie will sometimes be missing from the office.
At those times, you either have to find her at the School or do a job with Niko for her to come back!
