You can get cherry-blossom petals during the Cherry Blossom Festival in the Spring when your hardwood trees turn into cherry blossom trees.

Get from Villagers
You can get both Bamboo and Cherry-Blossom Series DIYs from villagers.
At least one villager is working on a DIY, so visit houses with smoke coming out of the chimney till you find one working on a DIY!
Receive the Bamboo Noodle Slide Recipe During the Daily Broadcast

Spring officially starts when you can harvest Young Spring Bamboo. You will also receive the DIY recipe for the Bamboo Noodle Slide during the daily island-wide broadcast.
Get the Outdoor Picnic Set From Isabelle

At the start of the Cherry-Blossom season, Isabelle will mention that you can find Cherry-Blossom petals around the island during her daily island-wide broadcast. She'll also send you the recipe for the Outdoor Picnic Set directly to your NookPhone.
Shoot Down Balloons
You can also get DIY recipes for Bamboo during Spring, and Cherry-Blossom DIYs once the Cherry Blossom Season starts.
These recipes are very rare so make sure to keep an eye out for any and all balloons you come across!
