After you set up the 3 house plots at the beginning of the game, Harvey will randomly visit your island.
When you talk to him, he'll give you access to his island. You'll be able to access Harvey's Island from the airport at any time from this point on.
After you've met Harvey on your island, you will be able to visit his island from the airport. Simply go to the airport and select I wanna fly., then Visit Harv's Island.

After meeting Harvey on your island, you will now be able to access Harv's Island: a photo studio where you can take glamorous photoshoots of you and your villagers!
With Version 2.0, Harv's Island will also undergo an expansion and construct a plaza filled with shops!
Harv's Plaza: What to Do and How to Unlock
Harvey will only appear if you set up the 3 house plots at the beginning of the game. He could then be found wandering randomly around your island.

Harvey is a dog first introduced in Animal Crossing: New Leaf. In Animal Crossing: New Horizons (ACNH), he heads Harv's Island, where Photopia can be located.
In the upcoming Version 2.0, Harv's Island will also be home to Harv's Plaza, a shopping district that players can access at anytime!
