The best way to kick out villagers without spending real money on amiibo is to time travel. This allows you to reroll thought bubbles and get more chances of picking the villager you want to kick out, rather than getting a random one from campers not invited through amiibo.
Additionally, 1 PM is the recommended time to check thought bubbles, as this is when most villagers are out. Make sure to follow this recommended time once you reach Step 7!

amiibo is also technically the best option if you have one available. This not only allows you to specifically choose a villager, but also gives you the option to decide who to kick out.

To kick out a villager, start the day by exploring your island to see if anyone has a thought bubble. Villagers who want to move out will always start the day with a thought bubble, so make sure to find them first.
Who gets the thought bubble is random, regardless of your friendship level. The only way to reroll it is to not speak to them and move on to the next day.

If the villager you want to kick out has a thought bubble, talk to them and encourage them to move out. You'll also have the option to let them stay, but if you do, you'll have to wait another set of days before they think about moving out again.

If you somehow regret kicking out a villager, you have another chance to keep them by creating a second player on your Switch. Use this player to talk to them, and you can convince them to stay.
Alternatively, you can have a friend hold them if they have an open plot, but this means the villager will move to their island first. You can invite them back once you have an empty plot of your own.
How to Play Online Multiplayer with Friends

Once you manage to convince a villager to move out, Isabelle will announce it the next day. The villager will be in boxes, giving other players their last chance to talk to them if they want them. The following day, the plot will be left open.

There are two ways to kick out villagers using the campsite. The first is through random campers, where you simply need to talk to them until they agree to move in. The other is through amiibo, though this requires crafting items for them, and the kick out process takes three days.

Random campsite visitors are much easier to invite compared to amiibo scans. You can convince them to move in by simply talking to them until they agree, or by winning their minigames.
However, the only catch is that the villager they suggest you kick out is random. If it's someone you want to keep, you can reset and try again until they suggest a villager you're okay with kicking out.

You can also use an amiibo to kick out a villager of your choice. Simply scan them, fulfill their requests for three days, and on the third day, you'll get the option to kick out a villager if you ask them to move.

When kicking out villagers, the best way to make them think about moving out is to wait 15 days. From there, you can reroll the thought bubble to another villager for the next 2-3 days, and if it disappears completely, wait another 15 days.

Thought bubbles are random, meaning the villager you get to kick out after jumping days will always be random and not fixed. To reroll, don't speak to those villagers and wait for the next day. Speaking to them will force you to jump another 15 days, whether you agree to kick them out or not.

Additionally, villagers with thought bubbles will only appear outside. There's no need to check inside houses to see if anyone wants to leave.

Unlike previous games, where the chances of finding out that a villager is about to move out were random, the decision to kick out villagers in New Horizons is ultimately up to you. They'll only leave or stay if you tell them, but they'll always have the idea when they have thought bubbles.

Complaining about a villager to Isabelle will also not help you kick them out. This feature works more as a reset, so complaining will only reset their clothing, nickname, or catchphrase.
What You Can Do at Resident Services and How to Upgrade

Logically speaking, bullying villagers may sound like a good idea to make them move out. However, it doesn't work that way in the game. No matter how much you hit them with your net, push them to a pitfall, or use a megaphone near them, these actions will never influence them to think about moving out.
All this does is lower your friendship level with them. It will never force a thought bubble to appear, so you won't be able to kick out villagers this way.

For anybody who was also confused: You find a villager that wants to move out, do NOT talk to them, instead save, set time to 4:59, watch broadcast save, go to 1:00pm, and repeat until the villager you want has moved out :] (also its just a game, people need to stop freaking out)
