The Ultra Machine can be purchased from the souvenir shop at the hotel lobby. Talk to Grams to view the souvenir shop catalog where you can purchase up to 5 souvenir items per day, or interact with the display items next to Grams to buy featured items at discounted prices.
The hotel can be found at the pier after your island reaches a 3-star rating and should be available the day after you've unlocked Kapp'n.

The Nintendo collaboration items can only appear in the souvenir shop catalog after you finish decorating all hotel rooms, including the VIP room, and have earned at least 5000 hotel tickets. You may also need to fulfill 20 DIY requests by submitting items to the chest outside the hotel.
Once all conditions have been fulfilled, you may need to wait a day. Then, talk to Grams, and she'll let you know that she obtained some very rare items. The Ultra Machine should then be available in the Special tab of the souvenir shop catalog.
