The Crab Tank can be purchased from the Special Goods selection of Nook Shopping, under the Promotion tab.
Nook Shopping can be accessed from the Nook Stop at Resident Services or from the phone app if you've unlocked it.

Scan Splatoon amiibo
Splatoon items can only appear in your game after scanning any amiibo from the Splatoon series and inviting either Cece or Viche to your island.
To scan an amiibo, you can invite a camper through the Nook Stop, invite a villager for coffee at the Roost, or invite a guest to the VIP room of your hotel.
Version 3.0 Update Required
The Crab Tank is an item introduced in the Version 3.0 update. This is a free update available for all ACNH players. You must have your game updated in order to obtain this item.
